The 15 best beaches in Montenegro for 2026
Montenegro has 117 beaches along about 290 km of Adriatic coast — sandy, pebble, rocky, and a handful that are basically secret. Here are the ones worth driving to, organized by region from Herceg Novi in the north to Ulcinj in the south.
Bay of Kotor: Žanjic, Mirište, Plavi Horizonti
Inside the bay, the water is calm but cooler. Žanjic (white pebbles, near Herceg Novi) and Mirište are the cleanest swims; Plavi Horizonti (Tivat) is one of the few real sand beaches and ideal for families. Skip beaches inside Kotor town proper — they are crowded and the water turns over slowly.
Budva Riviera: Mogren, Jaz, Sveti Stefan, Ploče
Mogren (twin coves under the old town) is the iconic city beach. Jaz, a few km north of Budva, is the longest sand-and-pebble strip — concerts and festivals in summer. Sveti Stefan (pink-pebble strand around the famous islet) is half private (Aman); the public side is open. Ploče, near Radovići, is a flat rock plateau with pools cut into the stone — best for adults and confident swimmers.
Petrovac to Bar: Lučice, Buljarica, Sutomore
Lučice (a 5-min walk from Petrovac) is a sheltered pebble cove with crystal water. Buljarica is the long undeveloped strand south of Petrovac — great for kayaking and sunsets. Sutomore is sand, family-friendly and the closest beach to the train line from Bar.
Ulcinj south coast: Velika Plaža & Ada Bojana
Velika Plaža ("Big Beach") is 12 km of fine dark sand — Montenegro's only real long sand beach. Shallow, warm and perfect for kitesurfing in the prevailing afternoon wind. Ada Bojana, at the river mouth, is wilder, with traditional fish restaurants on stilts.
