How to get around Montenegro in 2026

Montenegro is small — Podgorica to Kotor is under 2 hours by car — but mountainous, with one short coast, one major rail line and a national bus network that covers almost everything else. Here is how locals actually move around, and what works best for travelers.

Car rental: the most flexible option

For coast hopping, the Bay of Kotor, Durmitor, Lovćen and Skadar Lake, a rental car is the most practical choice. Expect €25–€45/day in shoulder season, €45–€80/day in July–August. International chains and reliable local operators (Meridian, NLG, MyRent) are based at Podgorica (TGD) and Tivat (TIV) airports. Drive defensively: coastal road bends are tight and locals overtake aggressively.

Intercity buses

The national bus network is dense and cheap. Podgorica–Budva runs every 30–60 min (€6–€8, ~1h30), Podgorica–Kotor every hour (€7–€10, ~2h), Kotor–Budva every 30 min (€3–€4, ~40 min). Stations: Podgorica Glavna Autobuska Stanica, Kotor and Budva central terminals. Buy tickets at the station or onboard for short routes; small luggage fee (€1–€2) is standard.

Trains: Bar–Podgorica–Belgrade

A single working line connects the coast (Bar) with Podgorica and continues to Belgrade. Bar–Podgorica takes about 1h (€3–€5) and is scenic. The full Bar–Belgrade route is one of the most spectacular train journeys in Europe (≈11h, €25–€30). Tickets at the station; bring cash for the buffet car.

Airports & flights

Two international airports: Podgorica (TGD) — better for the capital, Skadar Lake and the north — and Tivat (TIV) — better for Kotor, Budva, Tivat and the bay. Tivat is very seasonal (summer charter wave); Podgorica has more year-round routes. Both are 15–25 minutes from city centers by taxi (€20–€35).

Taxis & ride-hailing

Use only metered taxis or pre-booked airport transfers. In Podgorica, reputable companies include Halo Taxi (19700) and City Taxi (19711). Bolt operates in Podgorica and increasingly on the coast and is usually the cheapest. Uber is not available. Always agree on a price upfront if the meter isn't running.

Ferries & boats

Kamenari–Lepetane ferry crosses the Bay of Kotor in ~10 minutes, year-round, every 15 min — saves a 45 min drive around the bay (€4.50 car, €1 foot passenger). Bar–Bari (Italy) overnight ferry operates with Jadrolinija/GNV in season. Coastal water taxis serve Sveti Stefan, Kotor and Perast in summer.
