The best base depends on your trip
There is no single best place to stay in Montenegro. Kotor is best for atmosphere and the bay. Budva is best for beaches and nightlife. Tivat is best for polished marina convenience. Podgorica is practical for airport, business and inland routes. Žabljak is the base for Durmitor and mountain trips.
The mistake is choosing a base only because it is famous. Choose based on what you will do each day.
Stay in Kotor if
Choose Kotor if you want the strongest first impression: old town, bay views, stone streets and boat trips. It is ideal for couples, first-time visitors and travellers who care about atmosphere. The downside is crowding, parking and higher pressure in peak season.
Dobrota and Prčanj can be smarter if you want bay access with less old-town intensity.
Stay in Budva if

Stay in Žabljak for Durmitor, Black Lake, Tara Canyon and mountain air. It is not a coast substitute; it is a different Montenegro. One or two nights are enough for most first-time visitors.
